Flying Tiger Aviation was engaged by a major Asian hospital group to study and develop an EMS (Emergency Medical Services) program, which was the first dedicated EMS program in the country. The program required the integration of a major health insurer, the hospital, and aviation supplier (helicopter operator). The successful ongoing program required the team at Flying Tiger Aviation to undertake the following:
- Study and identify the hospital’s requirements and identify which medical insurer and aviation provider was best suited
- Research the prospective client base in all regions of the nation
- Open communications with the local Department of Civil Aviation and other regulatory authorities and undertake the flight approvals process for the specialized helicopter operation
- Work daily with the medical insurer to develop the required customized medical insurance/medical evacuation policy
- Survey all rooftop helipad site requirements and rural helipad site requirements, obtain the required regulatory approvals, and oversee construction and completion
- Source the most suitable helicopter and support equipment required
- Arrange leasing and financing arrangements for the helicopters required
- Create and implement a training program and Safety Management System (SMS) for both day and night time flight operations
- Create a dispatch system that would link all applicable medical centers, the main medical center, and the aviation operator
Following the completion of all of the above as well as other related tasks required to start the EMS operation, the team at Flying Tiger Aviation was also responsible for the management of the program and arranging the subsequent localization transition
